Group B EEC Block Reaches Capacity, Soft Close Period Initiated

The annual block of capacity for the Group B Equity Eligible Contractor (“EEC”) block has been filled. Section B of the Program Guidebook, provides for a soft close period which allows the block to remain open for seven calendar days or when the next project application submitted to the block would exceed capacity by 10 megawatts.
The block reached capacity on Thursday, January 12, 2023 when a batch submittal exceeded the 101.04 MW allotted for this group/category for the 2023-24 Program year. The soft close period will begin today, January 19, 2023, and extend until January 26, 2023 at 11:59 PM CPT or until 10 additional megawatts of capacity are batched and submitted to the Program.
Currently, 109.17 MW have been batched and submitted to the Group B EEC block. In consideration of the fact that the dashboard is not updating automatically and that there was no announcement issued on January 12 when the Group B capacity was filled, the Agency has decided that the full 10 MW of soft close capacity will be offered in order to provide the most fair application of the provisions of the Program Guidebook.
The Program Administrator will announce if the 10 MW of soft close capacity is reached prior to January 26, 2023. Any applications batched and submitted to the Program under Group B EEC group/category after the soft close capacity is reached OR after January 26, 2023 at 11:59 PM CPT will be placed on a waitlist.
Once the soft close period has concluded, the Program Administrator will announce that the block is closed and post a waitlist publicly on the Program website. All subsequently submitted applications will be placed on a waitlist as the block will be considered closed. At this time, new capacity for this Group/category is planned for the 2023-24 Program year and will be available on June 1, 2023.
