MES Waiver Feedback Process – Final Waiver Posted

The Illinois Power Agency sought public comment on the proposal for the process to request a waiver for the Minimum Equity Standard (“MES”), a requirement for both Adjustable Block Program/Illinois Shines participants and utility-scale developers that have been awarded a REC Contract through the IPA’s competitive procurements.

The Agency has reviewed comments and posted the final MES waiver here: https://illinoisshines.com/equity-accountability-system/

The final waiver document posted includes questions that must be completed for the MES waiver request, as well as scoring criteria and associated points for criteria. Please note, the final format of how to access and complete the waiver may look different for participants in the Illinois Shines program and/or utility-scale developers that have been awarded a REC Contract through the IPA’s competitive procurements. Those seeking a waiver from MES requirements will receive information on the format of how to submit a waiver in the coming weeks.

The Agency intends to release a rationale document outlining the decisions made related to the final MES waiver and comments received through this stakeholder feedback process next week.
