As all Program participants are aware, beginning in Program Year 2023-24, at least 10% of the project workforce for each entity participating in the Illinois Shines program must be composed of Equity Eligible Persons. With the exception of Equity Eligible Contractors (EECs), all Approved Vendors (AVs) and Designees are required to comply with this new Minimum Equity Standard. A Mid-Year Report should be submitted by all participating entities to demonstrate progress toward meeting the Minimum Equity Standard for the Program Year. If your organization is struggling to meet the requirement, the Program Administrator will reach out with additional resources and guidance.
