In accordance with the Community-Driven Community Solar (CDCS) scoring guidelines, previously published in both the 2022 Long-Term Renewable Resources Procurement Plan (pg. 166) and the Program Guidebook (pg. 22), the Program Administrator has scored all CDCS projects submitted during the 90-day application window concluding November 29, 2022 that are Part I processed. The scores and a full announcement regarding the scoring process were posted on the Program website on the Solar Project Categories page under the CDCS sub-section on June 26, 2023. AVs were provided two weeks, until July 10, 2023, to appeal scores; the Agency received three appeals. The IPA determination on submitted appeals was finalized on July 19, 2023; there were no changes to scores related to appeals and the scoring spreadsheet on the Program website reflected the final scores.
The Program outlined that following the finalization of post-appeal determination scores, the Agency would utilize a random selection process to break ties between projects that received the same scores, and on Wednesday, July 26, 2023 at 9:00 a.m. CPT, the Agency held the random selection reordering event via Zoom, which was open to stakeholder attendance. A recording of the event, the presentation slides, and the resulting spreadsheet detailing Group A and Group B project awards and waitlists for each group (projects receiving scores of at least 10 points), has been posted to the Community-Driven Community Solar page of the Program website Project Category Hub. Here is the link to the results spreadsheet. Approved Vendors can swap projects that were selected with projects that were not selected/waitlisted, as long as they have the same score and are the same size. Approved Vendors seeking to do so should reach out to the Program Administrator as soon as practicable as projects will be submitted to the ICC in short order.
Next Steps
Projects selected for the 2022-2023 annual blocks of capacity will be submitted to the next two ICC meetings for approval for REC contracts.
Projects selected for the 2023-2024 waitlist will be awarded capacity for the 2023-2024 program year and will also be submitted to the next two-three ICC meetings for approval for REC contracts.
Projects that did not get selected for inclusion in the 2022-2023 Program year blocks and did not make it on to the waitlist (minimum 10 points required) can reapply to the Program during the 2023-2024 application window. If a project that was not selected is resubmitted to the new Program Year, please notify the Program Administrator to withdraw the original application. The 2023-2024 CDCS application window will remain open through August 30, 2023. After the 2023-2024 category closes, all projects submitted will be processed and scored. Any remaining capacity available after the 2023-2024 waitlisted projects have been allocated capacity will be awarded to projects from the application pool in the order of highest to lowest score until the block is fully allocated. A minimum score of 6 points must be achieved to be eligible for a REC contract via the CDCS category. Random selection will be utilized as a tiebreaker only for equally scored projects to fill available capacity, if any. After project selection, projects that have a minimum score of 10 points will be placed on a waitlist for the 2024-2025 Program year.
Group A Community-Driven Community Solar
Group A CDCS had a Total Allocation Capacity for Program Year 2022-2023 of 10.55 MW. Following the project scoring process and random selection event, the following five projects are approved for project award, pending ICC approval:

Following the selection of Group B projects, a total of nine additional projects submitted, which achieved project scores of at least 10, will form the initial waitlist for Group B CDCS. These projects will be awarded capacity for the 2023-2024 Program Year.
Capacity to support waitlisted projects will be drawn from the Program Year 2023-2024 block capacity, which includes an initial, total capacity of 10.00 MW for Group A Community-Driven Community Solar, and 23.00 MW for Group B Community-Driven Community Solar.
The Agency and Program Administrator appreciate the participation and interest of Approved Vendors in the CDCS block of the Program, and the adherence to a thorough scoring and review process developed in accordance with the Long-Term Plan.
