This enhancement adds the new “Sited on a Greenfield” criteria in the Built Environment category and updates existing scoring criteria labels and descriptions for TCS project applications in support of the changes for the 2026 new plan year. These changes result in a new scoring version (Version 3) that applies to TCS project applications submitted starting June 1, 2026. The previous version of the scoring criteria (Version 2) will be applied to TCS project applications submitted prior to June 1, 2026. For existing TCS project applications using Version 2 that are in progress with a completed Section 8 as of June 1, 2026, Version 2 will be blocked and Section 8 will need to be revisited using the new Version 3 criteria.
