Changes to the Illinois Shines Approved Vendor Application

Illinois Shines will introduce minor changes to some questions in the Approved Vendor (“AV”) application, summarized below. These changes will support Program administration and enable swifter review of new Approved Vendor applications. The changes will be implemented in the online AV Application form and Renewal form beginning on Monday, December 9, 2024.   

• Additional requirement for Doing Business As (“DBA”) entities: An AV applicant will be required to provide an Illinois Secretary of State Certificate of Good Standing for each of its DBAs, if applicable.
  • Currently, the application does not have specific guidance for entities with DBAs. The Program requires a copy of the Certificate of Good Standing for the applicant entity and each of its DBAs, which will be outlined in the ‘Required Documents’ section of the application.
• Updated guidance regarding required company ownership information: To minimize required follow-up with applicants regarding their ownership structure, the Program Administrator amended Question 39 to make clearer applicants have responsibility to identify any owners with 10% or more of ownership of the AV applicant. In addition, given the complexity of some applicants’ ownership structures, the Program Administrator added a sample ownership structure chart for guidance on when applicants must provide home addresses for natural persons who own 10% or more of the AV applicant entity.
