The Illinois Power Agency has issued a Request for Stakeholder Comments on the draft 2026 15-year and 20-year REC Contracts for Illinois Shines. The REC Contracts have changes to conform with the ICC’s Final Order on the IPA’s 2026 Long-Term Renewable Resources Procurement Plan dated February 17, 2026, and changes pursuant to Public Act 104-0458 (the “Clean and Reliable Grid Affordability Act”), signed into law on January 8, 2026, and becomes effective June 1, 2026. Responses are due by May 1, 2026, and should be sent to [email protected] with the subject line “[Stakeholder Name] – 2026 REC Contract Feedback.”
The Agency plans to finalize and publish the contracts for use under the Illinois Shines program for the Program Year that starts June 1, 2026. Projects ICC approved by the ICC beginning June 1, 2026, will be subject to the 2026 REC Contract.
