Illinois Shines Publishes 2025 Customer Satisfaction Survey Results and Analysis

The Illinois Power Agency (IPA) prioritizes educating consumers about the decision to go solar and provides resources to help consumers understand the substantial benefits of going solar with Illinois Shines, including potential financial incentives, rigorous consumer protections and more. Illinois Shines consumer protections help ensure Program participants have necessary information and safeguards for a positive experience, and include: enforcing strict requirements for participating entities outlined in the Program Guidebook and Consumer Protection Handbook, the required use of standardized Disclosure Forms prior to contracting (or subscribing for community solar), the fielding and investigation of complaints, taking action against violators, and supporting customers who may have been harmed. In addition, the IPA and its Program Administrators seek consumer input through requests for stakeholder feedback and a monthly Consumer Protection Working Group.

In Spring 2025, the Program distributed the 2025 Customer Satisfaction Survey to residential customers who had a Small Distributed Generation solar project installed and Part II verified through the Illinois Shines Program since December 2023. The brief survey was designed to obtain customer insights about their experiences with Illinois Shines and with the solar companies with whom they contracted. Details, outcomes, and analysis have been published in the 2025 Customer Satisfaction Survey: Results and Analysis report, which is now available. The IPA and its Program Administrators are continuing to review results and evaluate Program enhancements.
