Bugfix:
Backfill PV Watts API version for apps calculated before v8
A new field has been added to track the version of the PV Watts API that was used in a given Project Application. The field “PV Watts API version” will show in Part 1 (Section 5) and Part 2 (Section 1) when the REC Estimate Methodology is “PVWatts” and will show either “v8” or “v6 or earlier”
