On August 24, 2023, the Program released scores for Traditional Community Solar 2023-2024 project applications submitted on June 1, 2023, which will be used to determine which projects will be selected for a REC contract once random selection takes place. The scores and a full announcement regarding the scoring process were posted on the Program website on the Traditional Community Solar Project Categories page. AVs were provided two weeks, until September 8, 2023, to appeal scores; the Agency did not receive any appeals.
With scores finalized, the Agency will utilize a random selection process to break ties between projects that received the same scores. Additional Traditional Community Solar capacity is available from 2022-23 projects that were withdrawn after project selection. 5.99 MW of capacity has been added to Group A and will be allocated to the Traditional Community Solar Waitlist – Group A. 13.19 MWs of capacity has been added to Group B for a total available capacity of 48.87 MW. This capacity will be awarded to projects submitted on June 1, 2023 during the random selection event. After project selection, only projects that have a minimum score of five points will be placed on a waitlist for the 2023-2024 delivery year. Projects that are placed on the Traditional Community Solar 2023-2024 waitlist will remain waitlisted until capacity in the respective Group becomes available. Waitlisted projects will be eligible for new capacity released for the 2024-2025 Program Year beginning June 1, 2024.
The Agency anticipates the next steps in this process with the following updated scheduled:
- September 20, 2023 – Random selection event for projects with tied scores
- September 22, 2023 – Final order of selected projects and waitlisted projects published
