As set forth in the Long-Term Plan and the Program Guidebook, the following items have December 1, 2025, deadlines:
- 180-Day Prioritization Window for Public Schools Subcategories
- As stated in the Program Guidebook Section 1.E, Public Schools capacity is allocated by Group, tier, location, and project size subcategories. If any of the allocations are not filled within the first 180 days of the Program Year, Public School projects will be accepted on a first come, first serve basis regardless of Tier, Environmental Justice Community location, or project size. The 180-day prioritization window will close on December 1, 2025, at 11:59pm.
- Designee Renewals
- As previously announced, Designees registered prior to the start of the 2025-26 Program Year will be required to renew their status in the Program or indicate their withdrawal by December 1, 2025. Designees received an email with a link to the form, a list of required uploads, and a unique code and password to access their renewal form on October 17, 2025. EEC Designees and Subcontractors will have the ability to renew their status and will receive an updated EEC certificate following renewal review. Phishing Emails
The Illinois Shines Program Administrator has been alerted to phishing attempts sent via email to stakeholders this week, asking AVs and Designees to update their contact information. These emails look official, as they include the Illinois Shines and Illinois Power Agency names and logos. However, these emails have not been sent from the Program, nor the IPA, and are not legitimate notices. They should not be responded to, and recipients should not click the link(s) in the message. All official Illinois Shines emails will come from @illinoisshines.com or @energy-solution.com, and any emails from the IPA will end with @illinois.gov.
If you clicked the attachment in the phishing email (or are unsure if you may have) and if you believe you subsequently shared Program Portal credentials, please alert the Program Administrator and change your Program Portal password immediately. The Program thanks stakeholders for alerting the Program Administrator to these emails.
