Prevailing wage is a minimum compensation level set by the Illinois Department of Labor (IDOL), by county, for construction activities related to public works. With some exceptions, Illinois Shines projects are subject to Prevailing Wage, and AVs are subject to applicable requirements, including submitting Certified Transcripts of Payrolls (CTPs). To expedite review, CTPs should be downloaded directly from the IDOL website and saved rather than printed and scanned. Submitting PDF documents in this manner preserves metadata and allows the Program Administrator to automate certain reviews that are not possible with scanned documents.
