As previously shared, the Program paused for two business days, from March 29, 2026, at 11:59 p.m. CPT through April 1, 2026, at 8:00 a.m. CPT, to undertake data and reporting updates to reallocate 50% of unused Program capacity, that resulted in a total of 414.05 MW.
This memo details the steps the Program has taken to allocate capacity to eligible waitlisted applications. The table that follows summarizes the results of the allocations and the amount of capacity that was reallocated at Program Re-Opening on April 1, 2026.
- Capacity totaling 16.98 MW was allocated to all eligible, waitlisted CDCS Group A projects. Projects must have been waitlisted prior to 3/29 to be eligible. No eligible projects remained on the waitlist after this allocation.
- Capacity totaling 30.83 MW was allocated to all eligible, waitlisted CDCS Group B projects. Projects must have been waitlisted prior to 3/29 to be eligible. No eligible projects remained on the waitlist after this allocation.
- Capacity totaling 87.00 MW was allocated to all eligible, waitlisted EEC CS Group A projects. This allocation expanded the 20% developer cap from 24.54 MW to 41.94 MW.
- Capacity totaling 48.88 MW was allocated to waitlisted EEC CS Group A projects that became eligible for selection due to the developer cap expansion. This allocation further expanded the 20% developer cap from 41.94 MW to 51.72 MW.
- Capacity totaling 6.99 MW was allocated to waitlisted EEC CS Group A projects that became eligible for selection due to the second developer cap expansion. This allocation further expanded the 20% developer cap from 51.72 MW to 53.12 MW. No eligible projects remained on the waitlist after this allocation.
- Capacity totaling 79.80 MW was allocated to all eligible, waitlisted TCS Group A projects. This allocation further expanded the 20% developer cap from 25.60 MW to 41.56 MW.
- Capacity totaling 16.90 MW was allocated to waitlisted TCS Group A projects that became eligible for selection due to the developer cap expansion. This allocation further expanded the 20% developer cap from 41.56 MW to 44.94 MW. No eligible projects remained on the waitlist after this allocation.
- Capacity totaling 20.65 MW was allocated to all eligible, waitlisted TCS Group B projects. The developer cap expanded to 63.73 MW. No additional projects remained on the waitlist after this allocation.
The remaining capacity totaling 106.02 MW was reserved for CDCS projects submitted within the 45-Day application window and currently in the scoring process. 13.81 MW were reserved to be allocated to Group A and 74.21 MW were reserved to be allocated to Group B pursuant to the 30%/70% category split. Projects will be selected to receive capacity during the Random Selection Event scheduled for April 29, 2026.
Waitlist Selection Procedures
Projects selected from each category’s applicable waitlist will receive the REC pricing associated with the block of capacity for the Group/category combination it will utilize, and the Approved Vendor (“AV”) will be given 10 business days from selection notification to accept or decline the selection. If the AV declines, the next project(s) on the waitlist would be selected along the same terms, subject to available capacity. These projects will also be given 10 business days to accept or decline the selection, with this process repeated as necessary until the available capacity is exhausted.
The following table summarizes the results of the capacity reallocation and the amount of capacity available at Program reopening on April 1, 2026.
