A Utility Net Metering Reference Table, available at the Program website, lists each utility that has participated in the Program thus far and whether the utility a) provides 1:1 net metering and b) if net metering is provided, does the utility issue a Net Metering Letter. The Utility Net Metering Reference Table should be referred to when submitting a Part I application to determine if an acknowledgment form is required. If the utility does NOT provide 1:1 net metering or a materially similar program, the reference table indicates which utilities require an Unavailability of Net Metering Credits Acknowledgment Form. The Unavailability of Net Metering Credits Acknowledgment Form provides insight on how a customer will receive credits from their service utility for surplus electricity that their project generates and sends back to the grid. This information can be included on the Disclosure Form or a signed acknowledgment form can uploaded to the Part I application as an ‘Additional Document’. If explanation is not provided on the Disclosure Form or the signed form is not included with the application documents, this will result in a Need Info request that will delay application review.
The Utility Net Metering Reference Table should also be referenced when submitting a Part II application to determine if a ‘Net Metering Letter’ is required. If a utility offers net metering (or a material equivalent) AND provides a ‘Net Metering Letter’ (separate from the Certificate of Completion/Permission to Operate) confirming that net metering has been approved, then the ‘Net Metering Letter’ must be included with the application; its absence will result in a Need Info request that will delay application review. Currently, the only utility company that does provide a Net Metering Letter is ComEd, but the information could be updated at any time and stakeholders should consult the most recent reference table.
