Community-Driven Community Solar Project Selection Results for Program Year 2025-26

On June 2, 2025, the 90-day project application window opened for Community-Driven Community Solar (“CDCS”) for the 2025-2026 Program Year, allowing Approved Vendors (“AVs”) to submit CDCS applications until 11:59 p.m. CPT on September 2, 2025. Capacity available for the CDCS category was 34.07 MW for Group A and 56.99 MW for Group B. On June 2, 2025 the 2024-25 waitlisted projects were allocated 16.32 MW of Group A and 26.93 MW of Group B capacity. On October 31, 2025, with the reopening of the Long-Term Plan, 11 MW of additional capacity was allocated for Group A and 25 MW for Group B. Therefore, the available capacity for CDCS projects submitted during the 90-day application window is 28.75 MW for Group A and 55.06 MW for Group B.

In accordance with the CDCS scoring guidelines, previously published in both the 2024 Long-Term Renewable Resources Procurement Plan and the Program Guidebook, the  Program Administrator scored all projects submitted during the 90-day application window. The scores and a full announcement regarding the scoring process were posted on the Program website’s CDCS page on November 21, 2025. The Program outlined that following the finalization of the score appeal process, the Agency would utilize a random selection process to break ties between projects submitted during the 90-day application window that received tied scores.

On December 17, 2025, a Program Year 2025-26 CDCS Random Selection event, open to stakeholder attendance, was conducted. A recording of the event and the presentation slides are available on the Program’s webinar page. The resulting spreadsheet detailing Group A and Group B project awards and waitlists for each group (projects receiving scores of at least 10.0) have been added to the Program’s Community-Driven Community Solar hub page.

Group A Community-Driven Community Solar
For Group A, multiple projects submitted during the 90-day application window received the same score, which necessitated a random selection process for these projects. A command-line script was used to generate random numbers to break tied scores for submitted projects, and projects were selected until the Group A capacity was reached. The Group A selected projects for the 2025-26 Program Year, and the current waitlist are published on the results spreadsheet. Group A CDCS had a total allocation capacity for Program Year 2025-26 of 28.75 MW. Following the project scoring process and Random Selection event, 7 projects have been selected to fill the block of available capacity. A total of 7 projects achieving the minimum score of 10.0 points were placed on the Group A waitlist.

Group B Community-Driven Community Solar
For Group B, multiple projects submitted during the 90-day application window received the same score, which necessitated a Random Selection event. During this event, a command-line script was used to generate random numbers to break tied scores for submitted projects, and projects were selected for the Group B waitlist. The Group B waitlisted projects for the 2025-26 Program Year and the current waitlist are published on the results spreadsheet. Group B CDCS had a total allocation capacity for Program Year  2025-26 of 55.06 MW. Following the project scoring process and Random Selection event, 22 projects have been selected to fill the block of available capacity. A total of 47 projects achieving the minimum score of 10.0 points were placed on the Group B waitlist.

Next Steps
Projects selected in the Random Selection event for the 2025-26 Program Year will be submitted to the next 1-2 ICC meetings for REC Contract approval. Waitlisted projects will be eligible for new capacity released either on April 1, 2026, during the interim 50% capacity re-allocation, or the 2026-27 Program Year beginning June 1, 2026

Additional CDCS Application Window Opening in January 2026

Please note: The Program will open an additional 45-day application window on January 16, 2026, as a result of the Modified 2024 Long-Term Plan, regardless of capacity availability as of that date.

Upon closing of the 45-day application window, projects will be reviewed and scored based on the scoring criteria as outlined in Appendix F of the Program Guidebook. Once scores are finalized, projects that have a minimum score of 10 points will be placed on a waitlist for when capacity becomes available. Any project that is submitted during the 45-day application window and qualifies for the waitlist will be placed behind projects submitted during the initial 90-day application window, regardless of score.
