Today, December 14, 2021 at 9:00 AM Central Prevailing Time, the ABP portal will reopen for applications, reflecting updates from the passage of the Climate and Equitable Jobs Act (Public Act 102-0662 or “CEJA”). The project application CSV functionality will be available on Friday December 16, 2021.
As a result of CEJA, the Program now has six categories:
- Small Distributed Generation
- Large Distributed Generation
- Traditional Community Solar (currently closed to new applications)
- Public Schools
- Community-Driven Community Solar
- Equity Eligible Contractors

Further information has been posted on the FAQ page regarding prevailing wage requirements and the allocation of capacity to Approved Vendors with Traditional Community Solar waitlisted projects.
REC Contracts
Any applications in an ICC approved batch before December 14, 2021 will remain under the 2019 REC Delivery Contract dated January 28, 2019 regardless of Part II status. Any applications in a batch that is ICC approved beginning today will fall under one of two new 2021 REC Delivery Contracts and previously published REC pricing for reopening.
Community Solar Waitlist Allocation Process
The Program Administrator has published the capacity allocations and spreadsheet showing how the calculations were made for the ABP waitlisted Community Solar applications. Approved Vendors of waitlisted Community Solar applications will receive a direct email today with their individual capacity allocations for each Group. Please refer to the FAQ on the waitlisted Community Solar application process for next steps and the timeline moving forward with associated deadlines.
